The paper applies the theory and method of knowledge management to the field of defense acquisition,and proposes a new idea of knowledge based defense acquisition management model for this field.
The acquisition of defense systems is a complicated process,in which various types of information asymmetry exist,this further contributes to the risks of defense acquisition programs.In this paper,a brief introduction to the information non symmetry theory is given,issues regarding information non symmetry in the process of defense system acquisition are analyzed,and solutions to these issues are proposed from the perspective of process control & management and information building.
Information-based acquisition explores acquisition management law from the perspective of information.In this article,the significance and status of researches on information-based acquisition are discussed,the necessity to carry out information-based acquisition research is clarified,and some key problems such as methodology in researches on information-based acquisition are pointed out.
This article analyzes the function and characteristics of information in management,points out that the quality and the effective utilization of information in the process of management are decisive factors to the smooth achievement of management objectives,argues that the efficient play of the role of the effectiveness of information has extremely close relationship to the organization structure of management,the implementation of information requirements in the process of management and the advanced technical measures,and clarifies that the key to the success of management operation is the improvement of information ability represented by the abilities of information collection,processing,communication and utilization.
