Eurofederalism had two upsurges,one appeared in World War Ⅱ and the immediate post\|war years and another in the 1980’s.While all federalists took European Federation as the goal of European integration,they favoured different ways or tactics to achieve it,mainly the functional approach favoured by Jean Monnet,the constitutional approach suggested by Altiero Spinelli and neo\|federalism which seemed a combination or a synthesis of the two approaches above.Federalism greatly influenced the process of integration and especially contributed to it’s supra\|national character.But the progresses made towards the supra\|national integration have been limited so far and the European Federation far from being achieved.The reality in the EC or EU remains that the essential power of decision\|making and the integration process itself are in the hands of the national governments,and the national sovereignty has not been overruled.
