During the Ming and Qing Dynasties on the basis of full bloom of agricultural civilization there emerged economic, social, scientific and technological, and cultural new variations. There was the tendency of evolution to industrial civilization. This article invesgates the obstacles one by one in the developing process of the early elements of modernization. Author Points out that the cultural "choice " of state power was the most important element which obstructed the transition from agricultural civilization to industrial civilization. The acts of "physiocracy " of the Qing rulers finally led to the quick fall of the Empire in the wave of world industrial civilization.
