The idea and theory of Public Participation in Decision-making was originating in 1940 s in developed countries. The public participation is the fundamental way to ensure a decision-making in keeping with the aspiration of the people and is also an effective measure to ensure the building of a harmonious society. Land reclamation projects are not only closely related with the issues of farmers, rural areas and agriculture, but also as an important part in building a harmonious society, it can promote the building of a democratic decision-making system. During carrying out the land reclamation project in Diaobingshan mine under UNDP projects, a successful experience of public participation in decision-making on land reclamation in rural areas has been obtained.
