Many experiments and experiences show that Chinese learners of English have difficulty in communication despite a good command of the linguistic knowledge of the language. The problem is not rooted in linguistic, but in communicative rules, specifically in pragmatic and cross-cultural communicative rules. This paper is intended to make an effort to set up a framework of systematization of communicative rules for Chinese learners of English so that it can make easier our communication with the English speaking world. The would-be framework can be divided into three levels: structural, situational and cultural, corresponding respectively to three parts: pragmalinguistic rules, sociopragmatic rules and sociolinguistic rules.
