College English listening teaching faces great opportunities and challenges under the web-based environment. This paper concerns how to utilize the web and multimedia resources in an effective way and explores the autonomous learning potential of the students; designs the process assessment teaching model, and discusses the feasibility, regulations and what need to be concerned in practice. The aim of the process assessment teaching model is to promote the quality of college English listening teaching, improving students＇ listening competence and their autonomous learning ability.
